Competencies and Qualifications
Post Graduate Degree in Town Planning/ or related field. Registration as a Professional with a recognised Council or body such as SACPLAN or equivalent would be advantageous. Minimum 5 years’ experience in a development planning environment with 5 years in a middle management role. The incumbent should have knowledge of developing and implementing business, operational and management systems. Exceptional skills in stakeholder partnering, adaptability, communication, innovation, analytical thinking skills, monitoring and evaluation, judgement and decision making. Valid Driver’s license.

Key responsibilities
The incumbent will report to the Executive Manager: Projects Portfolio Management and will be charged with the responsibility to develop, review, implement, monitor and update Nodal Development and/or Precinct Plans. Development of strategic nodes within the RSDF of the City of Tshwane (CoT). Identify, define and develop plans for strategic precinct areas that have potential for sustainable growth, employment creation and spatial transformation. Package and facilitate priority nodes and precincts for implementation by government/entities or private sector. Develop urban design and project mapping information systems. Facilitate priority infrastructure development projects into City’s Strategic Development/Projects. Ensure SPLUMA public participation compliance with all CoT Area based development initiatives. Provide development planning technical support (including township establishment, zoning) and development rights technical support.

Sub-Committee A has three postdoctoral fellowships available for research in the human and social sciences, STELLENBOSCH UNIVERSITY

  1. The fellowships are awarded to permanently appointed C1 personnel (hosts), who then advertise for possible candidates. The final appointment of the preferred candidate must be approved by Subcommittee A.
  2. The aim of these fellowships is to bring in expertise from outside. Postdoctoral candidates who obtained their doctorates from Stellenbosch University will only be considered for funding if the host can provide sufficient evidence that he/she has made a credible effort to attract an external candidate but has been unable to recruit someone with the required background and skills.
  3. Applications will be competitive. Evaluation of applications will be based on the academic merit of the applicant (host) and of the proposed research project.
  4. Fellowships are awarded for a period of one year, with possible extension to a second year based on satisfactory progress and outputs, and dependent on availability of funds.
  5. Current grant holders may not apply.
  6. A suitable candidate must be recruited within six months after the fellowship has been awarded to the host.
  7. In 2020, the value of the postdoctoral fellowship will be R230 000. The host is allowed to top up this grant, but it may not be held concurrently with another postdoc grant. (In such an instance, the host should rather apply for a supplement towards the other grant.)
  8. The grant does not include running costs. It is the responsibility of the host to ensure that there are adequate funds available from other sources to cover the running costs of the project.

We are seeking expressions of interest to join the Editorial Team and become the Editor of Town and Regional Planning (ISSN 1012-280), if possible, from 1 January 2020.

Criteria for applicants:

  • Expertise and experience in the spatial planning domain.
  • Publication record of an appropriate number of articles and/or books (including previous publication/s in the Town and Regional Planning journal).
  • Being a reviewer for international peer reviewed journals.
  • At least a PhD qualification and/or a senior research position with equivalent experience in research and scholarship.
  • Enthusiasm to undertake the Editor role, but ensuring recognition of all aspects of the reality of the role and the work involved.
  • A commitment to do the editorial work for at least ten years.
  • The applicant’s host organisation must confirm its financial- and logistical support for the Journal. This will include editorial support staff.


The key role of a journal editor is to promote scholarship in spatial planning, whilst also promoting the journal as a significant journal to publish in. The editor will need to encourage new- and established authors to submit articles and ensure a reliable panel of expert reviewers. The Editor is also responsible for offering feedback to reviewers when required and ensure constructive feedback to authors.

In terms of responsibilities:

  • An editor should endeavour to be a leader in the urban and regional planning-field as it will support journal development, presence and standing within the local and international community.
  • Is fully responsible for the academic quality of the journal and the regular on time publication thereof.
  • To improve the quality of the journal and to improve its accreditation worldwide.
  • The Editor is responsible for judgement regarding which articles do not fit in with the journal or are not scientifically sound and to reject them. In this regard the Editor can consult with the Editorial Associates.
  • Provide guidance to authors on improving their articles before assigning it for review.
  • To identify reviewers for each article, contact them to confirm whether they will be willing to do the work. This work can also be delegated to the Editorial Associates.
  • To publish this journal at least twice a year in June and in December (this is negotiable with the Editorial Board).
  • As an Editor, you will liaise with the following groups of people on a regular basis: i) the publisher, ii) the authors iii) the reviewers and iv) the Editorial Board.
