BIOGRAPHY

Ms Ndonga holds a Master of City and Regional Planning from the University of Cape Town, a Bachelor of Social Science (Hons) and a Bachelor of Social Science for the University of KwaZulu-Natal. She is currently studying towards a Masters in Public Management & Development at the University of Witwatersrand.

Ms Ndonga is employed as Deputy Municipal Manager – City Development at the City of uMhlathuze. The Department City Development is the department responsible for business development, real estate development, planning, permitting, and public housing.

Prior to her appointment as Deputy Municipal Manager – City Development, Ms Ndonga was employed as a Chief Town and Regional Planner by the Department of Cooperative Governance and Traditional Affairs (COGTA) in KwaZulu-Natal. Her areas of responsibility included amongst others support to municipalities on Integrated Development Planning (IDP) and IDP capacity building initiatives for municipalities and provincial departments, Coordination of Development Planning Shared Services (DPSS), a support programme for planning capacity building in municipalities.

Before joining KZN COGTA, she was employed as Chief Director Community Liaison at the Department of Safety and Security, Mpumalanga Provincial Government. Her major areas of involvement included providing management support with regard to strategic decision making and corporate management, coordinating the implementation of the Social Crime Prevention and Community Policing Programmes, developing strategies and concepts for crime prevention, to name but a few. She was responsible for coordinating the development of the Integrated 2010 Safety and Security Plan for FIFA World Cup – Mpumalanga.

Her previous employment was as Manager: Integrated Development Planning (IDP), Tourism & Local Economic Development (LED), Ugu District Municipality (April 2004 to January 2006), Development Planner Ugu District Municipality Port Shepstone (May 2003 – March 2004), Senior Planner (PIMSS) UMzinyathi District Municipality, Dundee, (November 2001 to April 2003), Town and Regional Planner, Planning Partners Pty, LTD, Cape Town (November 1999 to October 2001 and being a Teacher at St. Johns College, Umtata.

She is a Member of the South African Council for Planners (SACPLAN), appointed as Deputy Chairperson in October 2008 and subsequently appointed Chairperson in 2010 and again in 2013.
