SECTION: HOUSING & PROPERTY MANAGEMENT
POSITION: ADMINISTRATIVE OFFICER GR II (LAND ADMINISTRATION & RENTAL HOUSING OFFICER)

POST LEVEL 7/6 OF GRADE 9 MUNICIPALITY
REQUIREMENTS:
• Grade 12, Diploma in Business Management or Public Administration or equivalent
• Knowledge of relevant legislation applicable local government legislation, housing regulations and Municipal by-laws, National and Provincial Housing Act and Housing Policy
• 5-8 years relevant supervisory experience, preferably in local government
• Ability to (speak, read & write) English
• Computer Literacy (Microsoft Word, Excel, Solar, etc.)
• Interpersonal relationship skills to communicate with the community
• Ability to function in a team
• Valid driver’s license

KEY PERFORMANCE AREAS:
• Ensure that the allocation of erven, houses, and plots is done in a just manner and that no favouritism in terms of gender or race takes place.
• Ensure that Councils polices with respect to allocation of municipal rental, erven, houses, and plots are implemented.
• Responsible for the drafting of monthly housing reports to the Manager Property Management & Housing.
• Handle all the housing affairs with the assistance of subordinates admin
• Ensure that proper record keeping of information in the files in maintained admin.
• Assist with preparation of agenda items in respect of housing matters for the housing and community development standing committee admin.
• Make arrangements for the determination of title boundaries and site allocation beacons.
• Make arrangements for the prevention and combating of illegal occupation of land.
• Check that statistics, registers and records pertaining to the housing section are kept up to date admin
• See to it that inventory pertaining to the housing section is kept up to date and that no losses are incurred.
• Liaise with all the stakeholders in the housing sector.
• Mediate in dispute arising out of ownership of housing matters.
• Supply information as requested by the public and render an advisory service as and when requested.
• Attend meeting of the community when requested to verify or supply requested information.

The successful candidate will be required to sign an employment contract before commencement of duty, a performance agreement (within 60 days after completion of three (3) months’ probation period) and disclosure of financial interest within 60 days of appointment.
