ASSISTANT DIRECTOR: IDP, BUSINESS PLANNING & MHSDP
Department: Human Settlements

Designation: Assistant Director: IDP, Business Planning & MHSDP

Location: 222 Smit Street, Braamfontein

Primary Function:
Provide strategic direction reviewing or methodically pressure-testing and refining department’s business plan (alignment testing of Human Settlements development plans, Integrated Development Plan chapter, Housing Service Delivery Budget Implementation Plans, using an understanding of the company core operations, competitive advantage and goals to provide direction on how to structure, run and enhance delivery.

Key Performance Areas:
• Provide leadership and management.
• To ensure the objectives of programme and project of the sub directorate are appropriately measured and reported on, to ensure efficient and effective administration of the sub directorate and alignment.
• Enhance policy dissemination engagement and implementation within desired timeframes and sectors of Influence;
• Mitigate risks associated with operations in line with legal framework or policies and procedures of the City;
• Manage specific administrative and reporting requirements associated with the sub directorate and individual performance.

Leading Competencies:
• Ability to operate at strategic management level, understanding of MSA and Local Government Governance framework. As well as the National Housing Code and housing sector.
• Proficiency with analytical and presentation tools (Excel pivot tables, SQL queries, graphic, PowerPoint).
• Communication (verbal and written);
• Good planning and organizing.

Requirements

Minimum Requirements:
• Bachelor’s degree / NQF level 7 in Operations / Research / Statistics / Economics and Business Analysis discipline.
• 6 – 8 years working experience in a business analysis, planning or programme management of which 4 years elate to supervisory or managerial experience.
• Financial management experience with planning, forecasting and business analysis; prior experience as an advisor to management or executive at an early-stage company a plus.
• Working knowledge of Housing/ Planning / and or local government functions.
• Knowledge of City’s strategy IDP, prescribed Methodologies, Legislative, Policy and Regulatory frameworks.
• Sound knowledge of policy development.
• In-depth knowledge of function principles techniques & tools and how they can be practically applied.
• Knowledge on Corporate Governance.
• Knowledge of principle and practices of municipal organization, administration and personnel management.
• Ability to review human settlement business plans, integrated development plans, reviewing service delivery budget plan. Understanding of City wide strategies documents such as Integrated development Plans, Spatial Development Frameworks and Growth Development Strategy.
