REMUNERATION: R67 622.85 pm (basic salary, excluding benefits)
LOCATION: Metro Centre,158 Civic Boulevard, Braamfontein
Minimum Requirements:
• Grade 12/NQF level 4 plus Bachelor’s degree in Built Environment (degree in Civil Engineering, Construction Management, Town Planning, Programme and Project Management (NQF level 7);
• 10 years’ experience in infrastructure management, preferably with local government or public sector institutions, of which 5 years’ experience in middle management;
• 10 years’ experience in project, programme or portfolio management discipline;
• Solid understanding of technique and methodologies related to the delivery of strategic programmes and projects;
• Exceptional knowledge in programme/project preparation, public sector infrastructure and contract management as well as infrastructure delivery;
• Sound knowledge of government policies and applicable legislation including MFMA, Municipal Systems Act and SPLUMA;
• Proven experience in programme and project delivery preferably in Public Sector;
• Proven experience in leading the implementation of a minimum of 2 project in excess of R300 Million involving site work and multiple contracting entities;
• Experience in managing multi-year programme related to infrastructure, power and or built environment;
• Ability to interpret and understand complex service delivery.
Primary Function:
Provide the capability for SPMO to support and intervene in the delivery of specific, strategic programmes and projects, and to oversee all aspects of CAPEX-funded programme implementation and delivery, both technical and managerial in the Office of the City Manager.
Key Performance Areas:
• To improve the quality of pre-implementation planning in the City s various entities and departments. This is in order to ensure that the programmes and projects are well planned and adequate development prior to execution;
• Provide the capability for the SPMO to manage the delivery of specific strategic programmes and projects if required;
• Utilise outputs from the M&E function to target capital delivery issues and carry out intervention to accelerate and deliver the City’s Capital Portfolio;
• Provide the SPMO with the capabilities to undertake and perform interventions to the programmes and projects which require additional support in delivering expected outcomes;
• Provide a financial control function to the programmes and project that it is responsible for managing;
• Contribute to the formulation of strategies and policies, relating to strategic delivery and best practice in order to ensure that strategic objectives of the SPMO are achieved.
• Enforce implementation of the SPMO Business Plan;
• Lead and direct staff within the section so that they are able to achieve the objectives of the section;
• Promote and facilitate sound governance practices in terms of structures, systems, processes, policies, procedures, and controls for the SPMO to ensure delivery on strategic and operational objectives by developing a system for good Governance in order to comply with all legislation, city requirements and codes of good practices in relation to capital projects;
• Ensure sufficient risk management conducted in the SPMO operations so that liability is minimised and /or eliminated, and to identify, assess and manage risk while striving to attain Objectives.
