EXECUTIVE DIRECTOR: SPATIAL PLANNING & ECONOMIC DEVELOPMENT

Duties include: Providing strategic guidance and leadership towards the rendering of Land, Human Settlement and Economic Development services for Amathole District. Ensuring the development, implementation, monitoring and evaluation of strategies and programmes that work towards the achievement of goals relating to Local Economic Development, Land and Human Settlement; development and management of policies and systems to ensure smooth running of the day to day operations, procedures and processes that relate to all the above stated functions; providing an advisory service to the senior management and council leadership regarding relevant policy and legislative issues of compliance, compiling and managing the Directorate’s annual Capital and Operational Budget; preparing and submitting reports to the Municipal Manager, Council and Council committees; compilation of annual reports; taking responsibility and managing Performance Management System for the directorate; ensuring optimum utilisation of Council resources; leading and managing staff and all related resources.

Kindly note that candidates will be required to undergo security and reference checks. A successful candidate will be required to sign both written employment contract as well as a performance agreement with the municipality and required to disclose his/her financial interests. Furthermore, a successful candidate must attain the minimum competency level in the finance management as prescribed in terms of the Municipal Finance Management Act 2003, within 18 months from the date of appointment.

Requirements

Requirements include: A South African citizen or permanent resident; at least a Bachelor degree in the field of Social or Developmental or Business Sciences or a relevant qualification registered on the National Qualifications Framework at a NQF level 8 with a minimum of 120 credits; minimum of 7 years at senior and middle management level, of which at least 2 years must be at senior management level; Certificate in Municipal Financial Management Programme (SAQA qualification ID No. 48965) or Certificate in Municipal Development (CPMD) is a requirement in terms of the Minimum Competency Requirements of National Treasury Regulations; demonstrable past general management experience in the fields of Public Administration and / or Economic Development; knowledge and experience of good corporate governance and compliance in a government or quasi government environment as well as policy formulation and implementation; strategic thinking as well as formulation of strategies and objectives are essential; practical understanding of the constitutional; legislative and policy frameworks governing the local sphere of government and in particular, the responsibilities of a senior manager in terms of the Municipal Systems Act (32 of 2000) and the Municipal Finance Management Act (56 of 2003); registration with a relevant professional body would be an added advantage; a valid code B driver’s license.
