EXECUTIVE DIRECTOR: STRATEGIC PLANNING AND DEVELOPMENT
Duties include: Development and co-ordination of an Integrated Strategic Planning Framework for the District Municipality; monitoring and overlooking alignment of sectoral plans with the Integrated Development Plan (IDP); strategic support to the Municipal Manager & management in aspects of Strategic Management and Organisational Development; supporting the Municipal Manager in implementation of Organisational Performance Management & monitoring implementation of priority projects; overseeing the Municipal Support Management & assisting in the facilitation of the Municipal Strategic Planning Process; overseeing Information Management, Municipal Support and co-ordination; compilation of annual report; ensuring optimum utilization of Council resources; leading and managing staff and all related resources; ensuring effective management of the Legislative, Executive and Support Services; development and implementation of policies and systems to ensure smooth running of the day-to-day operations, procedures and processes management and council leadership regarding relevant policy and legislative issues of compliance.
Kindly note that candidates will be required to undergo security and reference checks. A successful candidate will be required to sign both written employment contract as well as a performance agreement with the municipality and required to disclose his/her financial interests. Furthermore, a successful candidate must attain the minimum competency level in the finance management as prescribed in terms of the Municipal Finance Management Act 2003, within 18 months from the date of appointment.

Requirements
Requirements include: A South African citizen or permanent resident; at least a Bachelor’s Degree in Public Administration/ Development Studies or a relevant qualification registered on the National Qualifications Framework at a NQF level 8 with a minimum of 120 credits; minimum of 7 years at senior and middle management level, of which at least 2 years must be at senior management level; Certificate in Municipal Financial Management Programme (SAQA qualification ID No. 48965) or Certificate in Municipal Development (CPMD) is a requirement in terms of the Minimum Competency Requirements of National Treasury Regulations; good knowledge and interpretation of relevant policy and legislation; good understanding of institutional governance systems and performance management; good knowledge of supply chain management regulations and Preferential Procurement Policy Framework Act, 2000 (Act No. 5 of 2000); registration with a relevant professional body would be an added advantage; a valid code B driver’s license.
