PERMANENT POSITION
GROUP HEAD: CITIZEN RELATIONSHIP AND URBAN MANAGEMENT

Remuneration: R 2 148 405 pa (all-inclusive, cost to company)
Location: Metropolitan Centre, 158 Civic Boulevard, Braamfontein

Minimum requirements:
• Matric/Grade 12;
• Bachelor’s Degree in Public Management / Administration, Engineering, Planning, Accounting, Economics, Development Planning (NQF level 7);
• 5 years’ senior management experience and 3 years at middle management;
• 10 years' extensive experience in leadership / management or related field;
• Knowledge of the MFMA, Treasury Regulations and other relevant legislative frameworks;
• Knowledge on local governments environment;
• Knowledge of City’s strategy (IDP), prescribed Methodologies, Legislative, Policy and Regulatory Frameworks governing the media and communications function;
• Knowledge on Corporate Governance;
• Knowledge of principle and practices of municipal organization, administration and personnel management;
• In-depth knowledge of function principles, techniques & tools and how they can be practically applied;
• Knowledge on Corporate Governance;
• The incumbent should meet the standards set out in the Core Competency Requirements as per Regulations; and
• Must have a valid drives license;

Primary Function
To provide Regional service delivery governance, urban management, augmented field services and citizen relations functions aimed at achieving service delivery excellence by ensuring that the City is responsive to the needs of the community. • Contribute to the development of the City’s strategic planning process;
• Lead the Department’s Service Delivery and Budget Implementation Planning (SDBIP) process;
• Ensure sound Departmental Financial Planning and Budgeting processes;
• Lead and facilitate the Departmental Performance Management planning process;
• Lead and manage the development of the Sub-Directorate’s Individual Learning Plans (ILP’s) process;
• Organise both human and non-human resources for effective and efficient implementation of Departmental functions, processes, and procedures;
