PROJECT MANAGER: ENVIRONMENTAL PLANNING (URBAN AND RURAL PLANNING)

COMPETENCIES REQUIRED
 Able to undertake and evaluate complex projects and anticipates events, situations and incidents that may impact on the operation of the system; Able to assess practicality of technical specifications for systems requirements; Commissions and/or decommissions works safely and with minimum disruption to municipal service provision; Uses discretion in situations of deviation from project assumptions;
 Identifies and implements corrective action on projects.
 Manages and monitors financial risk;
 Understands and weighs up financial implications of propositions;
 Develops corrective measures/actions to ensure alignment of budget to financial resources;
 Manages more complex contracts;
 In-depth understanding of SCM practices and procedures; and Has knowledge and understanding of national policy and legislation impacting on municipal finance;
 Able to use a wide range of interpersonal styles and communication methods to gain agreement or acceptance of proposals;
 Tactfully confronts others when necessary and able to make unpopular decisions if it is in the best interests of the project.
 Develops integrated plans for the work unit and others that interface with the departments’ budget;
 Develops scenarios on projects;
 Assists others to plan and organise their work;
 Develops contingency plans for potential problems; and Manages and plans for risk aversion;
 Notices errors or problems prior to projects being completed and rectify through appropriate actions;
 Gathers information on the probability of success and the consequences of failure; and builds due dates into assignments, tasks and delegations;
 Effectively communicates milestones and expected results;
 Understands the municipality’s policies and procedures; Understands sector policies and legislation;
 In-depth knowledge of the issues impacting service delivery;
 Able to anticipate problems; Notices errors or problems prior to tasks being completed; and Ensures that all information is available in the preparation of documentation, failing which estimates, deductions, assumptions and or projections are made to ensure the completeness of documentation;
 Sets out work for others in a well-planned and organised manner;

 Allocates decision making authority and/or task responsibility to appropriate individuals in appropriate areas;

KEY RESPONSIBILITIES
 Coordinate, and provide input, into all environmental approval applications, EMP’s and other environmental reports received from external sources;
 Provide support to Council’s Department on all environmental authorisations applications undertaken for Council activities that should undergo an environmental assessment in line with approved Standard Operating Procedure;
 Provide an advisory service to environmental consultants and project proponents relating to environmental authorisation applications;
 Manage strategic environmental projects, data collection analysis to develop a better understanding of environmental process, trends, risks and degradation;
 Undertake day-to-day administrative task relating to the coordination of the environmental reports library, complaints, applications register, compliance with approvals conditions, commenting on various applications, reporting etc.

NB: It is important to note that if a total cost to company has been reflected under a position it does not imply that this will be the full package the successful incumbent will receive. The total package shown includes the maximum Council's contribution to Pension, Group Life and Medical aid as well as other allowances that will only applicable if the incumbent complies with approved policies.

Requirements

MINIMUM REQUIREMENTS
 B Degree in Environmental Management or equivalent;
 Postgraduate in Environmental Management will be an added advantage;
 Code B Driver’s license;
 Computer literacy (MS Word);
 Facilitating skills;
 Ability to undertake research;
 Good human relations, communication and interpersonal skills
 Supervisory skills;
 5 years relevant experience to the practice of Environmental Management and proven experience in applying Environmental Law;
