Description
The Registrar is a person appointed in terms of section 8 (1) (a) of the PPA, and for a fixed term contract of five years inclusive of terms of remuneration and Conditions of Employment as determined by Council. The role of the Registrar is to support Council to execute its functions and perform the duties of SACPLAN mandated (amongst other responsibilities) in terms of Sections 7 and 8 of the PPA, in accordance with the structure of the administrative office of SACPLAN.
Reporting to the Chairperson of Council, the Registrar is tasked with steering the strategic business direction of the Council towards innovative, inclusive, transformative and sustainable development. Appointment to this position will provide the applicant with the opportunity to contribute towards the re-engineering SACPLAN business and facilitate development of the planning profession to achieve the vision of the organization.
Requirements
Minimum Qualifications Requirements: A postgraduate qualification in Town/Urban and Regional Planning/Business Administration/Business Leadership (NQF Level 9). An MBA or an equivalent or higher qualification will be an added advantage.
Minimum Experience: A minimum of Five (5) years with proven and verifiable experience at Senior and/or Executive Management level as well as professional experience in, and/or knowledge of the Urban/Town and Regional Planning environment and its business are crucial.
The applicant must have a demonstrable proven track record in the following:
• Good understanding of the planning profession, commerce, supply chain, financial management, business growth and foresight for aspects of future planning;
• Strategic leadership, management of complex organisations, and adaptability to changing circumstances;
• Understanding for the implementation of legislative and policy prescripts and frameworks;
• Knowledge of the development and execution of projects at the local, national and international scales and an ability to make reasonable decisions and to take responsibility for decisions made;
• Proven ability and reliability to maintain trust, teamwork for effective decision-making, and to professionally engage and influence a broad range of stakeholders including government leaders; academic institutions, industry partners and planners;
• Demonstrated experience in transitioning organization through strategic reinvention or transformation in a transparent and authentic manner;
• Experience of developing and executing funding models;
• A track record of an ability to collaborate with others and building and sustaining strategic relationships and partnerships.
Knowledge and Skills: The knowledge of the Planning Profession and the interdisciplinary fields that exist within the built environment industry is of paramount importance. A Registrar of SACPLAN must demonstrate proven curiosity; interest and involvement in the urban planning profession and/or the built environment. The applicant should have report writing skills, leadership skills, strong and transparent communication skills, stakeholder management skills, team building skills, policy/legislation analysis and application skills, organisational skills, Interpersonal skills, project management skills, problem solving skills, financial management skills, strategic planning skills.
Business Administration: The ability to oversee and supervise Council operations. This includes office administration; accounting; implementation of legislative and policy frameworks, communicating, financial and investment management; project and task management; research and development; marketing and management of stakeholder relations.
