SENIOR PLANNER
LAND USE MANAGEMENT
PLANNING AND ECONOMIC DEVELOPMENT
PED/DM/LUM/URB/01
The successful candidates will report to the Manager: Land Use Management.

Other Requirements: Excellent and proven communication skills (oral and written) ● Language Profi-ciency in two of the three official languages of the Western Cape (English, Afrikaans, Xhosa ● Report writing skills with attention to detail ● High level of responsibility and professional and ethical conduct of duties ● Sound knowledge of relevant land use planning legislation, policies, guidelines and prac-tices ● Negotiations and conflict resolution skills ● Ability to solve complex land use planning related issues and problems ● Experience in the drafting of bylaws, polices or guidelines ● Must be prepared to work under pressure ● Good human relations and interpersonal skills ● Supervisory and managerial skills.

Duties: Assist and support processes to implement key requirements associated with the land use management functionality ● Participate, assist or undertake and coordinate the identification or re-view of bylaws, plans, policies, guidelines and standard operating procedures and developing and implementing same ● Assist with maintaining land use management registers and databases to keep accurate records and to manage and report on the status of land use management processes ● Oversee the evaluating and assessment of land use applications by subordinate planners and assist with supervising and review of such comments and assessments as may be required ● Assessment of land use applications of a complex nature ● Assessment of appeals on land use decisions and sub-mitting appeal reports to the authorised official for submission ● Submission of planning reports to authorised decision makers to ensure compliance and the conclusion of accurate, credible and de-fendable findings to support decision making ● Manage the monitoring, enforcing and upholding compliance to the land use planning and zoning scheme bylaws and addressing any contravention through appropriate law enforcement and mechanisms and legal processes ● Undertake, assist or manage stakeholder consultation processes and stakeholder relations within area of responsibility ● Participation and collaboration in various inter-governmental and stakeholder forums.

Requirements

Minimum requirements: A Bachelor’s Degree in Town and Regional Planning ● 5-years’ relevant experience in land use planning ● Registration as a Professional Planner with the South African Council for Planners (SACPLAN) ● A valid Code B driver’s license ● Computer literacy (Microsoft Office suite)
