Specialist (Municipal Appeals) - CPLA10199 - (21000028) (Please see attachment)

Core Responsibilities:
• Ensure effective land use management within the Department with regard to the decision-making authorities (Authorised Official, Municipal Planning Tribunal & Appeals Authority) by monitoring and controlling the implementation of systems and mechanisms related to land use management, in order to ensure coordinated and harmonious development, which correlates with Municipal policies, strategies and development plans as well as town planning legislation.
• Provide input and ensure effective implementation of policies and strategies, as well as development plans before the Municipal Appeals Authority by evaluating development proposals against such policies, strategies and development plans, as well as the need and desirability for any proposed deviations from same, in order to ensure coordinated and harmonious development, which correlates with the Municipality's aims and objectives.
• Oversee the evaluation and recommendation of all development applications received for consideration by the Municipal Appeals Authority, in order to ensure that proposals comply with the Municipality's spatial development frameworks, by-laws and policies
• Advise, communicate and liaise with developers, consultants, public and other Municipal / external Departments on matters relating to and affecting the Municipal Appeals Authority.
• Keep record of legislation and policy trends, ensuring that a dedicated set of files and registers are kept up to date with the relevant legislation, policies and plans, as well as amendments / revisions to the existing legislation, policies and plans, in order to serve as reference
• Identify and promote land development opportunities, as well as pursue the necessary processes, in order to ensure the fruitions thereof, together with the assistance of the Area Managers and spatial planning personnel, by keeping abreast with development trends and needs through the liaison with developers, consultants, public and other Municipal / external Departments, thereby promoting the optimum use of land in a manner which will satisfy community needs and promote

Requirements

Minimum Requirements:
• B Degree in Town and Regional Planning (as a first degree)
• Master in the Built Environment will be the added advantage
• SACPLAN registration is mandatory
• A valid Code B driver's license
• Computer literacy
• Interpersonal communication skills
• Negotiation skills
• General management skills
• 5 Years relevant experience
