TECHNICAL OFFICER: NEW HOUSING
INTEGRATED HUMAN SETTLEMENTS
PLANNING AND ECONOMIC DEVELOPMENT
REF: PED/IHS/HA/NH/01
The successful candidates will report to the Manager: Housing Administration.
Minimum Requirements: National Diploma in Construction Management / Civil Engineering / Quantity Surveying / Project Management or any other related built environment qualification • Computer Literacy in (MS Excel, MS Word & MS PowerPoint) • 5 years relevant experience in construction / maintenance and repairs project management and / or similar role • Valid Code EB Drivers Licence.
Other requirements: Must be physically fit and able to ascend and descend high structures • Good knowledge of Project Management methodologies • Good knowledge of health and safety regulations • Basic understanding of Building Regulations • Must be responsible and able to work in a team without supervision • Must be willing to work after hours • Must speak and be able to write in at least 2 of the 3 official languages of the Western Cape (Afrikaans, English, Xhosa) • Must be prepared to move between all Municipal Housing Stock in the broader Stellenbosch municipal area • Interpersonal Skills • Strategic thinker • Conflict management skills.
Duties: Develop maintenance, repair and upgrade plans for Municipal Housing Stock • Implement and project manage maintenance, repair and upgrade programmes and structural upgrading plans • Visit different sites, conduct inspections and report on conditions of the Municipal Housing Stock buildings • Draft specifications for the appointment of consultants and contractors for maintenance, repairs or upgrades to Municipal Housing Stock • Ensure proper costing and pricing of all Municipal Housing Stock maintenance, repairs and upgrade projects • Manage and supervise contractors and sign off on work completed before payments • Complete relevant re-ports as requested by superiors • Responding to urgent/unscheduled work requests • Ensuring a safe work environment and safety of the tenants • Completion of transactional documentation i.e. timesheets, log sheets, progress and productivity field reports, requisitions, incident and accident reports and registers of work completed • Comply to safety procedures and guidelines • Attend to procedural and administrative requirements, record keeping and reporting deadlines • Advise Manager: Housing Administration on the practical execution of tasks related to maintenance, repair and upgrading of municipal housing stock.
