WAYLEAVE OFFICER
(X1 PERMANENT)

JOB PURPOSE: To assist the Wayleave Specialist in implementing policies, procedures, legislative requirements, standards and systems to provide environmental protection services to JCPZ which include site development applications, wayleaves and environmental related biodiversity services. To ensure that JCPZ is compliant with all environmental legislation.

KEY PERFORMANCE AREAS:
Inspections and/or investigation of open space management across JCPZ: Conduct site visits and investigations to ensure that open spaces are being managed effectively • Advice on the restoration of green open spaces within the JCPZ portfolio.
Conservation, preservation and management of wayleave process: Review and assess wayleave applications in compliance with legislated and regulatory requirements • Review and recommend approval of Wayleave applications and site development plans to the Wayleave Specialist • Conduct off-site inspection and attend kick-off meetings • Conduct scientific conservation assessment • Audit environmental management system within operations • Indicate changes made on GIS System to GIS Specialists • Ensure JCPZ’s compliance to road and town planning legislation and other international, national, provincial and local policy requirements.

Wayleave administration: Compiles site visit and meeting reports • Reports on wayleave processed • Management of all correspondence and response handling of both internal and external enquiries • Records Management.

KNOWLEDGE AND SKILLS: • Open Space and Land Use Management • Geographical Information Systems (GIS) • Application of Environmental Impact Assessment methodologies • Report writing and presentation skills • Data Analysis and judgement • Planning and Organisation • Environmental administrative principles and practices • In-depth knowledge of environmental legislation, including NEMA • Knowledge of Integrated Environmental Management Systems • Knowledge and application of conservation management and biodiversity • Environmental auditing • JCPZ policy and procedure framework • JCPZ mandate, strategy and stakeholder analysis • Integrity and Honesty • Interpersonal Skills • Results Orientation • Resilience • Creativity and Innovation • Task management and time management • Alignment with JCPZ values.

Requirements

MINIMUM JOB REQUIREMENTS: • National Diploma in Town and Regional Planning, or Natural Sciences, Environmental Management, or Environmental Sciences • At least 3 years’ experience in environmental management or related experience • At least 1 year experience in urban and regional planning or environmental management.
