Since 1994, the democratic government in South Africa has been enormously challenged by the provision of affordable housing. Basically, various policies have been developed to address the housing problems that would improve the living conditions of all South Africans. The purpose of this study, therefore, is to address the challenges of implementing the Breaking New Ground (BNG) 2004 housing policy which aimed to improve the delivery of affordable human settlements in South Africa.

The study adopted a mixed methodology to capture the primary and secondary data. The challenges in the N2 Gateway housing project in Cape Town included improper planning and unavailable land, structural problems inherited from the apartheid regime, poor quality of houses built, limited community participation, and improper supply chain management and mismanagement. The findings of this study contribute towards a workable approach to the improvement of policy implementation in the South African Housing sector.
