Adv Petrus Steyn is a Professional Planner and Advocate with more than 35 years of experience. He holds a Bachelor and a Master’s degree in Town and Regional Planning as well as an LLB degree from Northwest University. Adv Steyn is currently the owner of Futurescope Town Planners (established in 2005) as well as a Practicing Advocate, member of the National Bar Council of South Africa.

Prior to establishing Futurescope he worked with the Department of Land Affairs for approximately 11 years and then with the West Rand District Municipality, also for approximately 11 years. Currently he is also the Chairperson of the Midvaal MPT and Deputy Chairperson of the Emfuleni MPT. Apart from this he is also a part-time lecturer at the Department of Urban and Regional Planning at the University of Johannesburg. He was also co-author of the book: Planning Law: Casebook.

Ms. Nande Mheshe is a distinguished legal practitioner, governance specialist, and development strategist serving as the Deputy Chairperson of the Appeal Board of the South African Council for Planners (SACPLAN), appointed in terms of the Planning Profession Act, 2002 by the Minister of Land Reform and Rural Development.

She is the Founder and Director of Mheshe Attorneys Incorporated, a Gqeberha-based law firm, and is admitted as an Attorney, Conveyancer, and Notary Public of the High Court of South Africa. Her legal expertise spans corporate governance, conveyancing and property law, land and infrastructure development transactions, regulatory compliance, notarial practice, and commercial advisory services.

Ms. Mheshe holds several strategic governance appointments across the public and development sectors, including serving as a Board Member of the Eastern Cape Development Corporation (ECDC) and the Mandela Bay Development Agency (MBDA), where she contributes to governance, finance, risk, investment, and infrastructure oversight. Her work is closely aligned with spatial transformation, sustainable development, institutional accountability, and strengthening governance frameworks within the built environment.

She also serves as Legal Advisor to the Consulate General of Angola in Cape Town, facilitating legal and strategic advisory support on bilateral trade, infrastructure investment, and public-private partnership initiatives between South Africa and Angola. Recognised for her strategic leadership and commitment to transformation, Ms. Mheshe continues to play a meaningful role in advancing ethical governance, developmental planning, and sustainable economic growth within South Africa’s planning and development landscape

Prof Ernst Drewes is a registered professional urban and regional planner with 34 years’ experience in the industry. He specialises in strategic spatial frameworks, property development, and project management, and holds a Bachelor’s, Master’s, and PhD in Urban and Regional Planning. He is a member of the South African Council for Planners (SACPLAN), the South African Planning Institute (SAPI), and the International Society for Urban and Regional Planners (ISOCARP).

Ernst is also an accredited commercial mediator specialising in property development mediation and currently serves as a member of two Municipal Planning Tribunals and an Appeal Authority. He is a full professor in the Department of Urban and Regional Planning at North-West University. He is an external examiner for various tertiary institutions and has supervised numerous master’s and PhD theses.

He is a C-rated researcher with the National Research Foundation (NRF), and his research focuses on strategic spatial planning, regional resilience, and planning legislation. He is deputy editor of the Town and Regional Planning Journal and an external reviewer for numerous international journals.

Ms Pat Luckin is a Professional Planning Consultant and completed a Masters in Town and Regional Planning at University of Natal in 2003. She obtained a distinction for the dissertation, “Towards Sustainable Development Planning” The Ugu district IDP and SDF were her case study which she was nominated to present at the World Summit of Sustainable Development in 2008, representing the South Africa IDP/SDF processes.

She read for a master’s in social theory and methodology in 1989 which she obtained with distinction from the University of Cape. Pat has 25 years of practical planning, lecturing and community facilitation experience at the local, regional, and international levels. Pat worked on participatory land use modelling for land reform processes in Kenya and Agricultural support processes in Africa and the Netherlands which were also presented at a conference in Türkiye.

Her focus areas include Land Reform, LED, Spatial Planning, Community Landform Modelling approaches to land use and land reform processes. She works in the realms of statutory planning, SMME development, Industrial Hub development, participatory GIS for spatial justice and collaborative planning within the rural and urban planning domains. Pat is passionate about transformation and spatial justice in strategic planning and land use regulation processes.

Mr Peter-John Veldhuizen was admitted as an attorney in 1999 and has worked as the Corporate Commercial Director of Gillan & Veldhuizen Inc, a specialist commercial law practice in Cape Town since admission.

Mr Veldhuizen is a member of the Legal Practice Council (LPC) of South Africa and serves on the Investigative Committee of the LPC, as well as, the Company and Insolvency Law Specialist Committee of the Law Society of South Africa.

Mr Veldhuizen specialises in commercial dispute resolution and corporate governance and has been appointed by the Minister of Trade and Industry to the Companies Tribunal of South Africa where he has mediated and / or adjudicated company law disputes and matters of corporate governance.

In addition, he has been appointed by the Ministers of Finance, Trade and Industry and Agriculture, Land Reform and Rural Development to various entities which include the Directorate of Market Abuses (a division of the former Financial Services Board) where he has advised the directorate on issues of insider trading, market manipulation and prohibited trading practices on the Johannesburg Stock Exchange; the Financial Services Tribunal and the Financial Intelligence Centre Appeal Board; the Tax Board of the South African Revenue Service (SARS) where he assisted the SARS ADR unit in the resolution of tax disputes with taxpayers, the Broad Based Black Economic Empowerment Commission where he served on the Legal and Compliance Committee, the Companies Tribunal of South Africa, and now also the South African Council for Planners Appeal Board.

Mr Veldhuizen is skilled in matters of finance and graduated with an MBA earning a distinction in International Corporate Finance. He also has experience in general commercial work (including insolvencies, insolvency enquiries and company law), mediation and labour law.

Mr Veldhuizen’s qualifications include a B Proc, LLM, MBA, as well as Certificates in Taxation and Advanced Securities and Corporate Law. He further completed Programs in Negotiation provided by the University of Windsor in Canada and have completed the Harvard ManageMentor® program. He most recently successfully completed the Oxford University’s Advanced Leadership Programme and the Harvard Law School’s Advanced Mediation Programme.

Mr Veldhuizen holds accreditation in Commercial Arbitration from the Arbitration Foundation of South Africa (AFSA) and a member of the Commercial Panel of Arbitrators. He is an accredited CD/CEDR Mediator and a Fellow of the Institute of Directors. He is also a member of the Panel of Mediators at the Abu Dhabi Global Market Arbitration Centre.

Mr Veldhuizen authored several articles and lectured on issues of company law and corporate governance.

Mr Veldhuizen holds non-executive directorships in the Western Cape Blood Service (Not for Profit), where he serves as Deputy Chair of the Board and Chair of the Risk and Governance Committee; the Cape Town Stadium (State owned Company) where he serves as the Chair of the Board and serves on Social / HR and Health and Welfare Committee; and the South African Institute of Tax Professionals (Not for Profit) where he serves as the Chair of the Audit and Risk Committee and a member of the Social and Ethics Committee.
