ASSISTANT DIRECTOR: RESEARCH AND DEVELOPMENT
Department: Human Settlements
Branch: Policy & Planning & Research
Designation: Assistant Director: Research and Development
Location: 222 Smit Street, Braamfontein
Primary Function:
To manage and direct the research and development of human settlement programs in order to meet the Departmental’ s needs and capitalize on potential new research products.
Key Performance Areas:
• Provide leadership and management.
• Benchmarking.
• Research and development coordination.
• Manage and direct Research and Development.
• Research and investigate Trends.
• Provide input into the strategic plan and development in and the City.
• Building and maintaining strong relations with internal and external business units, entities, key stakeholders and peers to ensure the correct focus and support around Research and Strategy Benchmarking section.
• To efficiently and effectively manage the operational assets and resources of the Section cost effectively in accordance with the legislative framework of the City’s policies and procedures.
• To manage all aspects of the finance in the control of Research and Strategy Benchmarking section, including but not limited to, revenue, expenditure, assets and liabilities, in accordance with the legislative framework as well as the City’s policies and procedures.
• Providing quality report on the functions and performance of the Research and Strategy Benchmarking section which are factual, accurate and complete, timely;
• Contributes to and support the overall reporting requirements.
• To complying with all relevant legislative framework including the City’s Code of Ethics, manage and mitigate risk effectively.
• Manage specific administrative and reporting requirements associated with the Sub-Directorate and individual performance.
Leading Competencies:
• Through understanding of the Housing sector, its legislative and Policy environment and the Local government function.
• Knowledge in various research and testing methodologies.
• Understanding of various data management systems.
Core Competencies:
• Experience in conducting research, including analyzing and synthesizing research reports and conducting primary research.
• Proficient in at least one statistical software.
• Ability to work as a member of a team and work closely with researchers of other disciplines.
• Ability to work with stakeholders at different management levels.
• Strong communication skills, Both written and oral.
• Demonstrate understanding of the role of research for development and how to achieve it.

Requirements
Minimum Requirements:
• Grade 12 / NQF level 4 plus bachelor’s degree in research, Operational Research, Statistics, Urban and Regional Planning, Housing, or related Social Sciences discipline at NQF Level 7.
• 6 - 8 years’ experience in a research/housing environment or related field/environment of which 4 years relate to middle management experience.
• Extensive and proven experience in the field of research.
• Experience in data analysis and report reporting.
• Experience in using statistical analysis software (SPSS, STATA, R) Experience in data collection.
• Experience of teamwork and team leadership in a scientific and development context.
• A strong command of both advantage qualitative and quantitative research mathods and its application.
• Must have knowledge of housing legislation, local government and community development issues.
• Strong theoretical experience and exposure, experience in the field of Housing.
• Strategy development, research, analytical and interpretation of legislation is required.
