MANAGER: DEVELOPMENT INFORMATION (GIS)
DEVELOPMENT PLANNING
PLANNING AND ECONOMIC DEVELOPMENT
REF: PED/DEM/GIS/01
The successful incumbent will report to the Senior Manager: Development Planning.

Duties: Lead, oversee and coordinate the operations of the GIS Section in terms of the applicable legislation and Council Policies ● Oversee staff, coordinate work activities and office resources ● Ensure knowledge and skills transfer ● Initiate the development of strategies, policies, and guidelines ● Developing and implementing Standard Operating Procedures (“SOP’s”) in relation to the Section and GIS Functionality ● Manage, coordinate and control the implementation of short, medium and long term plans and objectives of the Section in accordance with the Municipality’s policies and strategies associated with Geographic Information Systems (“GIS”) and Management Information Systems (“MIS”) ● Manages, coordinates and controls the key performance outcomes indicators and outcomes of personnel within the Section ● Provision of inputs into capital and operating budgets, and controls expenditure against the approved budget of the Section ● Responsible for project management and contract management of Service Providers for the Section ● Implementation, management and overseeing of procedures, systems and controls to enhance productivity and specific work sequence associated with the GIS Functionality ● Applies technical and specialist knowledge and principles to manage, oversee, control and co-ordinate the application, development, definitions and maintenance of the Municipality’s GIS database ● Manages, coordinates and controls the key performance indicators associated with the provision of quality and capable Management Information Systems (“MIS”), which include but are not limited to Town Planning Applications Management Systems (“TPAMS”) and the Building Plan Asset Management Systems (“BPAMS”).

Requirements

Minimum Requirements: Bachelor’s degree (NQF level 7) in GIS / Geography / Geoinformatics or related field ● Minimum of 5-years’ proven working experience in GIS or related field ● Registration with the South African Geomatics Council ● Valid Code B driver’s license ● Minimum Competence Modules or acquire within 18 months of date of appointment.

Other requirements: Computer Literacy (MS Office, GIS, MIS Applications) ● Posses exceptional Innovative and Creative attributes ● Good analytical and problem-solving skills ● High level of responsibility ● Ability to handle conflict ● Must be self-driven and able to work to strict deadlines ● Ability to perform under pressure, long work hours and in stressful conditions ● Ability to manage diverse clients / situations ● Good management, human relations, interpersonal and communications skills ● Excellent oral and written skills in at least two of the three Western Cape official languages (English, Afrikaans, Xhosa).
