DEPARTMENT: PLANNING AND ECONOMIC DEVELOPMENT
POSITION: MANAGER HUMAN SETTLEMENTS (PERMANENT)
LOCATION: SAKHILE
REFERENCE NUMBER: PED/MHS/01

Key Performance Areas
● Manage all integrated and sustainable human settlements programmes and projects.
● Develop, review and implement the human settlements sector plan.
● Develop, review and implement Informal Settlements Upgrading Plans.
● Profiling of informal settlements.
● Develop, review and implement Informal Settlements By- Laws.
● Implement mechanisms to prevent land invasions within the municipality.
● Develop, review and implement Housing Beneficiary Management Policy.
● Ensure compliance with legislative and policy framework guiding human settlements.
● Manage all the staff within Human Settlements Division.
● Develop, review and implement Service Delivery and Budget Implementation Plan (SDBIP) of the Division.
● Collaborate with Town Planning Division and other divisions in human settlement planning.
● Compile reports on human settlements to various committees of council.

Requirements

Minimum Requirements
● B-Tech/B Degree in (NQF 7) Urban/Town and Regional Planning, Construction and Project Management, Architecture, Quantity Surveying, and Civil Engineering.
● 5 years' experience in human settlements planning and development.
● 2-3 years management experience in human settlements will be an added advantage.
● Registration with the professional body will be an added advantage.
● Knowledge and experience of local government legislation.
● Knowledge and experience of legislative and policy framework guiding human settlements in South Africa.
● Knowledge and experience of spatial and land use planning.
● Good communication skills, interpersonal, analytical and organising skills.
● Good management and leadership skills including stakeholder management.
● Computer literacy (MS Word, Excel, Power Point).
● Valid Code 8 Driver's licence.
