Abstract
The chapter examines the role of Local Government, within the framework of the response to the COVID-19 pandemic in Portugal, during the first year of the pandemic. It addresses the following research questions: a) What was the impact of the COVID-19 pandemic in the local governance system, in central–local relations, and to what extent did Central Government decentralize the response to the pandemic and to its social and economic impacts in Portugal?; and b) What sort of policies were implemented to address the issues raised by the pandemic? Despite the constraints on the research process, due to the restrictions on the working conditions, the results presented in the chapter shed light on the role played by the Portuguese municipalities in the response to the COVID-19 pandemic and in the recovery plans.
