The module on Directions in Planning Reform provides a background to planning approaches in different countries and provides some insight into the reasons those approaches were chosen. This sets the scene for looking at the South African metropolitan experience over the last 7 years, that has been captured in the other modules. The purpose of this module is to explore the international influences which have shaped – and are still shaping – South African responses to planning reforms.
The module covers, inter alia:
• Key elements of planning reform, internationally and nationally
• The shift to performance-based approaches
• Spatial Targeting
• Multi-level Planning
• Intergovernmental Fiscal Transfers
• Evidence-based Planning Approaches
• Capacity-based Planning Approaches
